It happens.

 

I think probably air sucked in the T-piece thermo valve on the top of the fuel filter. I believe this should have a couple of O rings (not sure on the MK 1) - sometimes lost when replacing the filter. Alternatively when the filter itself is pretty blocked I expect some air is drawn in (again via t- piece)

 

Once there is some air in there, it probably just circulates around (fuel filter -> pump -> return line-> fuel filter via that T-piece)

i always have bubbles in the line up to the pump, never seems to cause poor running, on the fuel filter there is one rubber o ring that fits in a groove on the filter under the T piece, i noticed on mine the T is quiet an easy fit i bought a new one from ebay and that is as tight as a ducks >>>>> im gonna swop it and see if that stops the bubbles as well.
